what I am not finding is the Easy Web Print menu bar that appears at the top portion of the screen.

It is clearly labeled EASY WEB PRINT and has icons for the features of Easy Web....
I have not found the way to change my default browser, IE 11, to 32 bit from 64 bit. Starting IE from
the X86 program files changed nothing insofar as installing Easy Web Print. I placed an icon on the
Desktop for starting 32bit from there and no change.
I have the latest version of Web Print, have downloaded it from several locations including the one you provided link to.

Canon Printer Toolbar
Pressing Control+Alt+Del results in blue screen with the Lock, Switch, etc. Pressing the Task Manager icon takes me to Task Manager which will show what is running. Clicking on Exit takes me back to what I was doing, in this case this reply to your message.
Is there a way to attach a file to posts to this blog?
