Not surprising. Canon last supplied actual drivers for that particular piece of hardware for Windows Vista. They had some some of 'Add-On Module' or something for Windows 7. No idea what that is. However, for Windows 8 they simply state, 'There is no driver for the OS Version you selected. The driver may be included in your OS or you may not need a driver.' which tells me they consider that product wel past legacy - which probably started with Windows 7.
Looking through the 'Windows Compatibility Center', I see that it is supposedly Windows 7 compatible [.. with a free download] and for Windows 8 - has mixed results (with none so far for Windows RT.) Look at the VOTES - not whether or not it is MARKED as compatible. Reality.
What am I saying?
You may be able to download the latest Vista driver from Canon's website (linked above) and install the full software and driver in compatibility mode (for Windows Vista) and get things to work for you. It may or may not be a stable in terms of functionality and it may or may not be limited in terms of features you would have if you were attempting to use the hardware (Canon PIXMA iP1700) under an operating system for which the manufacturer (Canon) actually supports the product (Windows Vista, for example.)
None of that is the fault of the operating system or the manufacturer of the operating system which at least gives the option of attempting to run older things in compatibility modes, etc. It's not really 'the fault' of the manufacturer (Canon) either - as they probably would not be in business if they created a printer that worked in all Operating Systems (past, present and future) and required nothing to change. However, it was their choice (Canon) to stop putting out drivers for the device.
I would suggest it is time to move on. If that Canon printer has been good to you - spend the 39 to 149 USD to get another one of their printers that would be equivalent to (likely better) the printer you have *and* be supported for at least the current and likely the next operating system. [Looking around - you probably paid in the lower part of that range to begin with and have spent more on ink than anything else.]
